There are currently only a few States considering legislation that would require "State Licensing” of those offering and performing pet grooming. The pet grooming industry has a few Professional Associations providing voluntary Certification of pet groomers, but this Certification is not a condition of employment or a requirement for entry into the field of pet grooming. Employers that would support certification of its employees realize quickly without State Licensing, these association certifications are seen as merely a personal accomplishment. These certification programs do not require any formal pet grooming training or education; testing is usually based on technical guidelines of the testing Association. Guidelines for the purpose of certification are not necessarily applicable to the real world of commercial pet grooming and hygiene care needs of the family pet.
Consumer perception of Employer and Association Certification will be valued more when States require licensing of pet groomers. Only through the requirement of a pet-grooming State License will pet owners be assured pet-groomers have the minimum training necessary. The State also is the only official authority that can legislate health and safety laws to regulate pet grooming businesses and pet-groomers.
So, what is the difference between Licensed, Certified and Accredited? Some states still use the terms “Licensed” interchangeably with “Accredited” or “Certification”, depending upon the language in their State statutes.
In it's purist form, "licensing" - is an authorization to conduct or perform work in a specific occupation recognized most often by a State authority.
Certification is the credentials obtained after a person formally demonstrates competence in a particular area of specialized skill and/or expertise in an occupation.
“Accreditation” is obtained from an organization recognized by the U.S. and State Department of Labor, to qualifying a educational facility and students for Government Grants and loans.
The confusion between these words has been caused in part by not only different States interchangeable use of the terms licensed and certified has led many consumers of pet grooming services to incorrectly assume pet groomers are State licensed.
In many licensed professional occupations a State License and an Association Certificate are closely linked. Just because a professional is State Licensed, does not relieve or prevent an employee or employer from obtaining Employer and/or Association Certification. Certification resulting from learning new information and the development of additional or special skills is not only an asset to the individual licensed professional and employer, but also may meet State Licensing continuing education requirements.
In many licensed professional occupations, Licensing is complimented by additional Professional Association Certifications. Certification add a favorable professional image when customers patronize these progressive businesses and individuals. When a business announces that their staff is State Licensed and Certified in a variety of areas by Industry or a Employer standards, the overall positive effect on potential customer confidence and trust is increased.
Unfortunately, because the pet grooming industry has no State licensing requirement the fear employers have that employees will leave is well founded and does happen. An employer offering certification or additional training to certify a pet-grooming employee does not result in employer loyalty. An Employers training is often cut short by employees because they develop a false confidence before training is complete. With a little experience under their belt and no state licensing requirements to prevent them from striking out on there own many to leave their employer. Rather than becoming an asset to their employer as a result of the training and certification many become self-employed prematurely. Choosing to operate isolated from others in the occupation, where many can be do so that have been inadequately educated and trained. Complete training or Certifying of employees is not worth an employer’s time, expense or risk. As a result employers seldom train or allow employees to develop necessary pet grooming skills or knowledge beyond the employers immediate need. This limits the employee’s skills and ability compete when they strike out on their own. Quality of service employers potential employee staffing remains undependable or stagnate.
Pet Grooming Schools and school instructors are required a State School Vocational License to operate, train and educate. Schools are at an even greater risk when an occupation has no State Licensing requirement for the individual. The time and economic investments required of students and Schools to offer programs for an occupation requiring no State license causes many would be students, to never seek the advantages of training and an education. Students that do enroll in these school programs have a school refund policy and competition incentive to quit the schools program early. Many begin a pet grooming practice with school tuition refunded money that should have been better used to complete their training. Unfortunately, underdeveloped skills and incomplete academic knowledge creates little if any competition disadvantages for these trade schools drop outs, because so many more are entering the pet grooming with no skills. These self-taught trial and error methods applied to skill development and the lack of academic knowledge often never learned in areas such as Animal and Human Zoonosis diseases, Parasite diseases, Breed Behavioral and temperament understanding, Humane handling and Control techniques, Product Safety and hazards and necessary sanitation procedures are learned at the expense of a pet groomers health and pet owners pets safety and comfort. Pet owners have no assurances even when paying a professional fee, that the professional pet grooming services are not being offered during a pet groomers trial and error learning period.
Many self employed -X employees or school student dropouts may be reluctant to opt for better employment with a Certifying Employer or seek Association certification, because they have genuine concerns that they do not possess the skills or knowledge to pass the practical exams and academic test. State testing and licensing requirements would prevent such training and educational deficiencies from entering the market place.
ESSENTIAL COMPONENTS AND DIFFERENCES OF QUALIFICATION WORD TERMS
A State Licensing requirement and Employer or Association Certification program has several similar components but distinct differences:
• Rationale - The State, Industry Employers and Industry Associations must agree upon a rationale for the establishment of a State License and creation of Certification programs so that the scope of the program can be defined. What are the objectives of the Licensing and Certification program and what will the State License and Certification mean to consumers and prospective Licensee and Certificate end users?
• Task analysis (aka - job, occupational, or practice analysis) - The content and dimensions to be assessed must be clearly defined through a comprehensive analysis of the job. Information can be gathered from a number of resources such as face-to-face interviews, focus groups, published literature and documentation. A skilled analyst can integrate the information into test specifications that cover specific subject matter areas.
• Test development and construction - The items, or questions, for the credentialing examination must follow the specifications derived from the task analysis. The persons selected to write the items provide the linkage between the items and the blueprint specifications.
• Passing standards - There must a common understanding of the expectations for success. Passing standards are essential for both prospective Licensees and certificate end users.
• Evaluation procedures - The program would not be complete without some mechanism to evaluate and re-evaluate its efficacy. Such procedures include statistical analysis of results and re-evaluation of development and administrative processes and procedures.
WHO NEEDS IT?
• Occupational licensing: Government agencies can ensure public protection by granting licenses to individuals who fulfill minimum requirements and take an examination based on job-relevant knowledge and skills. Pet owners need to demand State Licensing from their State Legislators so they and their pets can have and enjoy the services of Pet grooming Practitioners.
• Credentialing: Government agencies or private organizations grant credentials to ensure continued competence in a specific area of expertise.
• Personnel selection: Employees can use State Licensing and Organization Certification as a credentials that signifies possession of specific knowledge and training.
• Employment credential: Employers can use certification as an independent evaluation of competency for current employees.
Why is the above so important?
State Licensing is not far off for the pet grooming occupation. Licensing will require pet grooming businesses to improve their service and the educational quality of the pet grooming staff. Grooming requirements of the family pet and the educational services for those seeking a pet-grooming career will have to be worthy of the 21st Century needs of pet owners.

Licensing, Certification and Accreditation have various uses:
Employers employing State licensed professionals rarely fear employees will leave their employment. As a result employers encourage their licensed employees to seek additional association certifications. Certification of employees specialized skills is justified because State licensed employees are likely to increase their loyalty to such businesses that provide and encourage employee certification. Employer additional training and support adds to the effectiveness of employees within the organization making certification well worth any risk.
